Wikipedia (German) has an article (and IMSLP a cat) on this pianist/composer (brother of arranger Karl Bial), who wrote a number of light works for piano and for small and large orchestra; the dedication of his Tarantella in E for orchestra suggests, anyway, that he was friends with Tausig. Anyone know anything more about him?...
