Re Yakov Stepovy

I notice some discussion was made about Yakov Stepovy's music a couple of years ago here. Was this the same as Fyodor Akimenko's brother, out of curiosity (Stepovy's real name was Yakiv Yakimenko, according to Wikipedia)?
