Indeed he does, but he is very dismissive of Raff's work for Liszt, which was typical of the older generation of musicologists (and of many Liszt enthusiasts even now). Thankfully, modern research has supported a much more positive  assessment of Raff's role as Liszt's assistant between 1850 and 1856.
