Charles was the son of the Rev. A J Maclean. He was educated at Shrewsbury where he became head boy. He gained an open scholarship to Exeter College, Oxford where he was a classical scholar and organist. This was followed with a period in Cologne where he studied composition under Ferdinand Hiller. Between 1871 and 1875 he was director of music at Eton College. He then joined the civil service and spent the next 22 years in India. While there he became involved with The International Music Society, where he played increasingly important roles for the remainder of his life.
