Can you give us the site? Definitely sounds 20th Century, Neo-Romantic idiom.
I think it sounds like it was composed around 1900. It is probably the first movement of a piano concerto labeled: Adagio-allegro.
I would put this about 1940. Either Richard Addinsell for one of his film scores or one of the Socialist-Realist composers from the Stalinist period.
Somewhat more reminiscent of the latter rather than the former. That's pretty much what I was thinking. Kabalevsky? (I only know the 3rd PC).

Harl McDonald Concerto for 2 Pianos I. Molto moderato
Composed in 1936, I might add. I was off by only 4 years.
Is there a non-commercial recording we can stick in the archives? Sounds lovely.
