Is this Raff?

In the comment to this video http://www.youtube.com/watch?v=12cprVq3RSo&feature=related someone says the composer is Joachim Raff. Do you know if this is correct?

I'm on holiday at the moment and can't hear the muisc on the hotel computer. But Raff's Hungarian Suite is an orchestral work, so I doubt it...
